U.S. is overspending to save salmon

According to Timothy Male the United States is spending too much to save salmon.
In 2011 spending by all federal agencies on chinook salmon was greater than the amount spent by the U.S. Fish and Wildlife Service trying to recover all of the more than 1,400 other species on America’s endangered species list.

I suppose the great irony here is that spending a lot less money could in fact be highly beneficial for salmon/steelhead recovery...
...more than the $107k to study the sex life of Japanese Quail?? or the $19 mill to study Cow farts?? or how 'bout the $1.2 mill to study the breeding habits of the Woodchuck??
