"Recent low returns have been produced by the largest king salmon runs ever measured on the Kenai River, so it cannot be argued that the current low abundance has been caused by ADFG not allowing enough fish onto the spawning grounds."

The case for a high end of an escapement goal.

The high escapement likely was a contributing factor to the current low escapements.
