My dad was in the ARMY for 30 years, served two tours in Vietnam, but I still argue with him that the Corps of Engineers can do a lot more harm than good on their projects. It can often be one of those "dude, watch this" kind of shows. This electric "barrier" is another example; they are engineers, not scientists.
