7,500 gallons of crude oil spills in Poudre River

A 7,500-gallon storage tank of crude oil has completely drained into the Cache La Poudre, Colorado's only designated National Wild and Scenic River, southeast of Fort Collins.

Spring floods caved in the riverbank and as a result the tank dropped from its foundation and broke a discharge valve, so all of the oil inside just flowed out right into the river.

How is it that after the spring floods this tank was not relocated or containment options were not put in place?

First, it is absolutely NOT OK to have 7500 gallons of oil leaked into any river, but this article is a bit misleading. The spill apparently happened near Windsor, southeast (i.e., downstream) of Ft Collins. This is flat farm land. The wild and scenic designated portion of the river--and the section shown in the photo--is in the mountains miles upstream of Ft Collins.

A heavy runoff has been expected, and there has been much effort put into preparing for it after last September's floods, so it is a little puzzling how someone allowed this to happen. During the flood, BTW, dozens of similar tanks ruptured or were swept into rivers across the northern Front Range.
