I remember standing on what could have been that very rock, watching son of Sensei land a bow that was considerably larger. We estimated that one at 10lbs. This guy, being alone, was likely having a "pipe" dream.

that brown looks more like 10-1/2 to me no friggin way its 15. unless the fisherman is 6-7 and 350 lbs
He said "son" but maybe he thought he was explaining it to his wife and she's used to exaggeration... I say it's around 9 lbs. Give the guy a little tip for next time. Use your belt. If your waist is 34 inches, you can quickly estimate the length and girth of the fish, even without a tape measure. The numbers aren't exact for estimating the weight, but they are usually more consistent than some of the crappy scales out there.
Quickly measure, then get the fish back in the water.
Here's the formula for estimating the weight of a fish:
Square the girth of the fish and then multiply by its length and divide by 800.
(Example: Girth = 18 inches, Length = 27; thus (8x8)14/800 = 10.9 lbs)
I'm guessing his fish was closer to that than 15lbs.
Hope he had the camera set up ahead of time...

No way 15lbs ! 7-9 TOPS! Funny how we all visually add a couple pounds in the heat of the moment.
If you want a REAL 25# Brown, search this site for "Captain Slobvious", its a 36" Brown i got in Wisconsin this last winter. You'll see the difference right away.
