After nearly 20 years of planning, debate and review, the federal government has given the go-ahead for the artist Christo to temporarily hang a canopy of silvery, translucent fabric above a stretch of the Arkansas River in Colorado.
Opponents have denounced Over the River as "rags" and argue it will spoil the environment and harm wildlife. Proponents have estimated the artwork will generate $121 million and draw 400,000 visitors during construction and the display.
